The only exceptions are Surju and Häädemeeste, which are located in the area of the cancelled county plan in Southern Pärnu County, and their development will continue after the new plan is established. “On the Tallinn-Pärnu section, detailed plans have already been initiated for nine local stops, while only the detailed plan for the Assaku local stop planned in Rae parish is still waiting to be initiated.”

In the case of local stops, it is planned to construct railway facilities related to the stops in the same time window as the construction of the main line, and service facilities (buildings, outdoor areas, accesses) immediately before the railway starts operating.
