In September 2016, the parties involved in the Rail Baltica project signed a division of labor and responsibilities agreement. This agreement covers the administration and technical design of the construction phase of the project.

The joint venture RB Rail AS is responsible for cross-border activities in the project and for activities with a high degree of commonality, such as research and design. RB Rail AS will also organize the procurement of construction materials if joint procurement provides economies of scale.

The procurement of construction activities for railway embankments, bridges-tunnels-roads, depots and stations, as well as railway superstructures, will be carried out and the three Baltic States will be responsible for them in relation to the activities taking place on their territory.
