The Estonian Transport Board, in cooperation with Rail Baltic Estonia OÜ, announced a tender for the construction of the Kangru traffic interchange on the border of Kiili and Saku municipalities. 

During the construction of the Kangru traffic junction, the intersections of the Viljandi highway, the Kurna-Tuhala state road and the Rail Baltica railway will be resolved. During the works, a light traffic road will be built, leading from Kangru village to Raku Lake, and the current intersection of the Viljandi highway and the Kurna-Tuhala will be converted to a multi-level one, which will ensure greater traffic safety. In addition, a 2,5 km stretch of the Viljandi highway will be converted to 4 lanes – the new 4-lane section will be located 300-400 meters west of the current one.

“We are pleased that, thanks to the excellent cooperation between the Transport Board and Rail Baltic Estonia, we can offer the construction sector the implementation of ambitious projects. Today, construction work is already underway on many of the Rail Baltica intersections with national roads, and in the near future, the Transport Board will announce public procurements for the construction of new Rail Baltica road viaducts,” said the Director General of the Transport Board Priit Sauk.

"The Kangru traffic junction near Tallinn will be one of the largest road construction projects in the Estonian part of Rail Baltica, with the construction of which we will solve the intersection of the Viljandi road with the Rail Baltica railway, but which will also directly contribute to road transport safety. The construction of the traffic junction will be supported largely by European Union funds," said the Chairman of the Board of Rail Baltic Estonia Anvar SalometsAccording to Salometsa, the cost of the construction work is currently estimated at almost 23,5 million euros.

During the works, 5 reinforced concrete structures will be built – 4 viaducts and 1 light traffic tunnel. Three of these viaducts will cross the Rail Baltica railway route and one will cross the future 4-lane Viljandi Highway. One of the viaducts crossing the Rail Baltica route is intended for light traffic. The light traffic tunnel will be built under the Viljandi Highway to ensure safe traffic opportunities for light traffic.

The recently announced construction tender will be opened in the second half of summer 2023, and the contract is currently scheduled to be signed in the fall of this year. Construction will begin in the first half of 2024 and be completed no later than the first quarter of 2026.

The construction work is being commissioned by the Estonian Transport Board. The road section will not be closed to traffic during the work.
