The dates of public discussions in Rapla County have been specified!
The Harju, Rapla and Pärnu county governments announce that the baselines for the county plans for the Rail Baltic railway route corridor and the strategic environmental impact assessment (SEA) program have been completed.
The aim of the plans is to find the most suitable location for the planned RailBaltic railway route corridor. To this end, different route corridor location options are compared and the impacts of the railway construction on the human and natural environment are analyzed. According to the SEA program, the activities planned in the plans have a transboundary environmental impact. The basis for the preparation of county plans is the Planning Act. The initiator of the county plans is the Government of the Republic (Order No. 173 of 12.04.2012) and the adopters are the county governors of Harju, Rapla and Pärnu. The organizers of the preparation of the county plans are the county governments (Harju County Government Roosikrantsi 12, 15077 Tallinn; Rapla County Government Tallinna mnt 14, Rapla, 79513 and Pärnu County Government Akadeemia 2, 80088 Pärnu) and the compiler and the performer of the strategic environmental impact assessment of the plan is OÜ Hendrikson&Ko (Raekoja Plats 8, 51004 Tartu).
The planning baselines describe the nature of the planned railway, provide an overview of the planned route corridor, and describe the planning schedule and opportunities for participation in the planning process. Similarly, the SEA program is a basic document for the further implementation of the SEA, describing the areas of impact that need to be analyzed.
A reference plan with route corridor options has been attached to the documents, the analysis and comparison of which will begin in October.
Public displays of the baselines and the SEA program will take place from September 2 to 30. The materials are available on this portal www.railbaltic.info in the “materials” subsection.
The paper version of the documents and the reference plan can also be viewed during working hours at county governments and local governments located in the locations of the route corridor options.
