As of November 1, Lauri Ulm, whose extensive experience in renewable energy and large infrastructure projects extends from Finland to Poland, will join the Rail Baltic Estonia board as Technical Director. His joining will provide additional strategic support for the project implementation.
“Lauri has all the necessary knowledge and skills to lead the Rail Baltica project to the next important milestones,” said Anvar Salomets, Chairman of the Board. He added that Lauri Ulm’s experience and ability to solve the challenges of large projects are significant. Rašid Pulatov, the current Technical Director of Rail Baltic Estonia, will take up the position of Portfolio Manager for the main route section from Pärnu to the Latvian border and will coordinate the completion of the cross-border section and the conclusion and implementation of new alliance agreements in Estonia.
“Rail Baltica’s goals are also my goals – the first train should depart for Lithuania in 2030. First, I want to get to know the team and its working principles better so that I can help in the best possible way,” said Ulm. He added that the project is unique not only in Estonia, but in the entire Baltics, because this project solves large-scale and unprecedentedly complex tasks every day. “Such projects that become part of the history of the construction sector do not come around often – Rail Baltic is definitely a unicorn in the construction industry.”

Ulm has previously worked on major projects worth billions similar to Rail Baltica – from complex procurement procedures and legislative participation to community engagement and public information. According to Ulm, Rail Baltica will mean a big change for the Baltics, providing Estonia and neighboring countries with a fast and environmentally friendly connection to Europe. “This is a project of the future for the entire region, which will provide local people with greater job opportunities and open up new opportunities for freight transport and the development of local communities,” Ulm confirmed.
According to Lauri Ulm, he has a strong will to keep the team inspired and determined, even when the project requires solutions to difficulties that can only be overcome through cooperation. “The key to Rail Baltica’s success is teamwork. I hope that my experience will help the Rail Baltica team move forward together and achieve great goals. I hope that my optimistic outlook on life and solution-oriented approach will give new energy to everyone in the team,” said Ulm.
