In October, 18 public discussions were held in various municipalities in 3 counties, through which the route corridor options pass, to introduce the starting points of the county plans and the SEA program. An additional presentation took place on 15 November in Nõmme.
Participation in public discussions was active, with the discussions held in Rapla County being the most popular.
The participants (registered on the participant list) were divided by county as follows:
Harju County public discussions – total of 353 participants
Rapla County public discussions – total of 555 participants
Pärnu County public discussions – total of 320 participants
Total – 1228 participants

During the period of disclosure of the initial statements and the SEA program, the project team also received numerous letters with suggestions and questions.
A total of 341 letters were received between 08.08 and 21.10.2013. However, letters with meaningful proposals (including for adding route corridors) were also received in November, which were analyzed in conjunction with previously received proposals.
The most frequently mentioned topics in the letters have been the following:
a) Why is Rail Baltic needed? (30 letters)
b) Compensation mechanisms (74 letters)
c) Opposition to specific sections of the route (216 letters)
d) Concerns about local environmental impacts (200 letters)
e) Barrier effect (included in most letters on environmental impacts).
All letters will be answered, and reply letters are being sent out.
