In recent weeks, many residents and drivers whose daily journey takes them on national and municipal roads used for earthworks for the Rail Baltica railway development have noticed that the roads are muddier than usual due to large-scale construction work, changeable weather and snowfall.

We understand that this causes inconvenience — it stains cars and makes driving conditions more difficult. Construction companies VerstonInfrastructureINF InfrastructureTREV-2 GroupMerko GRK Oy We use a variety of cleaning measures on a daily basis to ensure the cleanest and safest roads possible throughout the work. We also cooperate with local governments and the Estonian Transport Board in providing operational information.

What we have done and what we can still do:

  • more frequent cleaning of roads;
  • stricter wheel washing and cleaning procedures during field trips to sites and mines;
  • separate response teams in more problematic locations;
  • adjusting transport arrangements during sensitive times

Harju II construction section – Soodevahe–Kangru (Verston)

Road condition: satisfactory
Cleaning: 3 brushes, 2 vacuum cleaners and a tire washer in use 

The transport routes used are the Tallinn Ring Road between the Väo and Assaku areas; the Assaku-Jüri road (road no. 11105); the road between the Jüri and Aaviku areas south of the Jüri hamlet (road no. 11330); transport is also carried out in the Maardu and Jõelähtme rural municipalities.

Harju III construction section – Kangru–Saku (INF Infra)

INFORMATION IS BEING UPDATED.

No transport is planned on sections 1 and 3 from 15.12.2025 to 31.01.2026.

Harju IV construction section – Saku–Harju County/Rapl County border (Merko & GRK)

INFORMATION IS BEING UPDATED.

Rapla I construction section – Harju County/Rapl County border – Loone (Verston)

Road condition: satisfactory

Cleaning: There are two brushes at work, a vacuum cleaner is used if necessary, and sign posts and signs are cleaned three times a week.

Important note: Preparations are being made to improve the bed of the Reinu quarry access road.

Rapla II construction section – Loone–Hagudi (Verston)

Road condition: satisfactory 

Cleaning: There are two brush machines + a water-powered machine in operation.

The Tallinn-Rapla-Türi highway (road number 15) is not used for material transportation.

Rapla III construction section – Hagudi–Alu (Tariston)

Road condition: satisfactory 

Tariston will not operate any transport services until 09.01.2026

There are trucks from other companies traveling on the roads in this section.

Rapla IV construction section – Alu–Kärpla (Verston)

Road condition: satisfactory

Cleaning: In total, there are eight different cleaning machines in use, which work:

  • At the Orava and Purila quarries; a water-powered brush machine is used in Kehtna rural municipality (on road no. 20113), which could not work on 12.12 due to the cold; the machines are also working near Juula, Raikküla, Rüütja and in the Rapla station zone.
    Cleaning with water is currently problematic due to low temperatures, but should be possible again from 15.12.
  • On the Rapla-Tallinn-Türi highway (road no. 15), two cleaning machines are operating in the Hagudi–Rapla section and in the Hagudi area.
    Roadside improvements are planned.

Rapla V construction section – Kärpla–Selja (TREV-2 Group)

Road condition: satisfactory 

Cleaning: There are two brush machines in operation. (Järvakandi and Reinu quarry) and a vacuum cleaner at the Reinu quarry.

Transportation is taking place  from the Reinu quarry, the Lubja quarry, and the reception points are on Sverre Road and in the Lihuveski tunnel area.

Pärnu I construction section – Selja–Tootsi (Tariston)

Road condition: hea 

Cleaning: There is one ridge in the works at the intersection of Kootja and Pärnu-Rakvere-Sõmeru roads.

Transportation: ongoing From the Kobra quarry (with 10 cars).
