In recent weeks, many residents and drivers whose daily journey takes them on national and municipal roads used for earthworks for the Rail Baltica railway development have noticed that the roads are muddier than usual due to large-scale construction work, changeable weather and snowfall.

We understand that this causes inconvenience — it stains cars and makes driving conditions more difficult. Construction companies VerstonInfrastructureINF InfrastructureTREV-2 GroupMerko GRK Oy We use a variety of cleaning measures on a daily basis to ensure the cleanest and safest roads possible throughout the work. We also cooperate with local governments and the Estonian Transport Board in providing operational information.

What we have done and what we can still do:

  • more frequent cleaning of roads;
  • stricter wheel washing and cleaning procedures during field trips to sites and mines;
  • separate response teams in more problematic locations;
  • adjusting transport arrangements during sensitive times

Harju II – Soodevahe–Kangru (Verston) The condition of the roads is satisfactory.

  • Three brush machines are operating on the site; a vacuum cleaner is also used in warmer weather.
  • Transportation takes place on the route: Männiku quarry – Road 11 – Road 15 – Kirdalu–Kiisa road (from the viaduct to the site).
  • Transport route section 1 includes: T11 km 0–10,5; T1 km 6–37; T11105 km 1–4; T2 km 11,5–26; T1136 km 0–0,8; T11202 km 5,2–7.
  • Transport route section 2 includes: T2 km 11,5–15,0 and 11330 km 5,6–9,5.
  • Vehicles at the Kiisa emergency substation are cleaned regularly.
“Soodevahe-Kangru” construction section

Harju III – Kangru–Saku (INF Infra) The condition of the roads is satisfactory.
Please note: No transport is planned on sections 1 and 3 from 15.12.2025 to 31.01.2026.

  • There is one brush machine in operation, which works alternately in the Kangru area and on national road no. 11159.
  • Weekly transportation schedule:
    – Monday, 08.12 Reinu Limestone Quarry → Harju III Saku (5 laps)
    – Männiku Concrete Master → Harju III Saku (2 rounds)
    – Tuesday, 9.12 Reinu limestone quarry → Harju III Saku (5 laps)
  • There are no deliveries from Wednesday to Friday.

Harju IV – Saku–Harju County/Raplamaa border (Merko & GRK) The condition of the roads is satisfactory.

The token laundering took place at the end of last week.

  • The brush cutter worked on the Tõdva–Hager road, the Kiisa emergency substation road, the intersection of Viljandi Road and Hao Road, and Soo Road.
  • Road cleaning and vacuuming were working from Tõdva to Hageri and from Kiisa to Aespa.
  • The transports take place on several routes, including Sutlema–Tõdva–Hageri–Road 15–Hao Road, Soo Road, and move between Männiku quarry and Kiisa emergency substation (a total of approximately 22 cars on several routes).
“Saku–Harju County/Rapl County Border” construction section

Rapla I – Harju County/Rapla County border – West (Verston) The condition of the roads is satisfactory.
Last week, the following vehicles were used for daily transportation: Reinu – 10 cars; Urge – 4 cars; Mustu – 18 cars.

  • Two brushes were out all week; a vacuum cleaner was added on 04.12 and 05.12.
  • Signs and signposts were cleaned at the beginning of the week and on December 04–05.12.
  • Greater attention is being paid to cleaning the Reinu quarry haul road.
  • At the end of December, shipments will only continue from the Reinu quarry, and there will be no more shipments from other quarries.
“Harju-Rapla county border – Loone” construction section

Rapla II – Loone–Hagudi (Verston) – the condition of the roads is satisfactory.
The cleaning equipment consists of two brush machines.

  • From 05.12.25, there will no longer be any tractor transport via T15.
  • Transportation takes place from the Reinu quarry.
“West-Hagud” construction section

Rapla III – Hagudi–Alu (Tariston) The condition of the roads is satisfactory.
Transport has been suspended until 14.12.2025.

  • The resumption of transportation will be announced separately.

Rapla IV – Alu–Kärpla (Verston) - The condition of the roads is bad.
A settlement is being prepared regarding cleaning issues.

  • There are seven cleaning machines in operation, covering the following sections:
    – T4 Pärnu mnt (Orava quarries)
    – T15 (Purila quarry)
    – 20113 (water sweeper)
    – 20125 and T28 (Rapla station/site office zone)
    – T27 (Juula viaduct and Raikküla zone)
    – T27 (Knight's Career)
  • Problematic sections: road 20113, road 15 and road 27, which is also used by Rapla V.
  • The roadbed of Road 20113 has been driven over for approximately 300 m and needs restoration.
  • The contractor added an additional brush to Route 15 this week, and the brush on Route 20113 was replaced with a water-powered brush truck.
“Alu-Kärpla” construction section

Rapla V – Kärpla–Selja (TREV-2 Group) The condition of the roads is bad.

There are two brush machines at work: one between Järvakandi and the other at the Reinu quarry.

  • The condition of the Reinu quarry road became particularly poor last week, and an additional vacuum was added on 5.12.
  • 3200–3500 tons per day are delivered from the Reinu quarry to the Nõlva Street area.
  • 3000 tons per day are delivered from the lime quarry Monday to Friday, using two different reception points: Sverre Road and the Lihuveski Tunnel area (Wednesday to Friday).

Pärnu I – Selja–Tootsi (Tariston) The condition of the roads is satisfactory.

There is one sweeping machine at work, operating at the Kootja Road and Ahekõnnu Road exits.

  • Transportation plans 8.-12.12:
    – Ahekõnnu quarry → 1-2 cars
    – Cobra quarry → 7–8 cars
  • Two brushes are used to brush the roads — one in the Ahekõnnu and Kootja sections, the other in the Kobra quarry.
