In Bialystok, Poland, the Rail Baltic project is stuck in an environmental permit. Miroslaw Siemieniec, a spokesman for Polish Railways, said that the 2009 design for the section of Rail Baltic between Bialystok and the Lithuanian border is outdated and an environmental impact study must be conducted again. Only then can a construction permit be issued.
