Three bids were submitted for the procurement, among which the joint bid of GRK Estonian and Finnish companies was the best.

The aim of the construction works is to rebuild the existing Ülemiste railway infrastructure to make room for the future construction of the Rail Baltica 1435 mm gauge railway. This will require the demolition of nearly 16,3 kilometres of existing tracks, which will be replaced by over 8 kilometres of new 1520 mm gauge railways.

Among other things, other railway systems, such as the catenary and electrical supply, will also be rebuilt.

"Although the signing of the contract will still take time, we are pleased that as of today we have been able to declare the best bidder, GRK, successful in the first construction tender for the Rail Baltica Ülemiste joint terminal. This is undoubtedly a company with strong railway competence, which has just won one of Estonia's largest railway works tenders in recent decades and is the contractual partner of Estonian Railways in the electrification of the Tallinn-Tartu railway," said the Chairman of the Board and CEO of Rail Baltic Estonia Anvar Salomets.
According to Salomets, the successful company's bid is extremely competitive and will provide significant savings compared to what was originally planned for the first development phase of the Ülemiste joint terminal. "We hope to soon reach a contract and begin construction work on the first phase in Ülemiste," said Salomets.

During the works, operational train traffic on the main roads must be ensured, and for this purpose, the existing relay-based traffic control system will be temporarily reconstructed. In addition to the railway works, the scope of the construction procurement also includes the reconstruction of utility networks crossing the railway and the Kantsi viaduct.

In addition, the procurement of construction works for the second phase of the Ülemiste joint terminal, namely the railway support structures, is currently underway, which will complete the underground floor of the future terminal, which will be named Linda, and other related railway facilities.

The construction of the structures will take place after the demolition of the existing railway and must be completed before the construction of the new railways, requiring close cooperation between the infrastructure contractor and the terminal construction contractor. The challenge will be to ensure operational train traffic, which means that some of the work must be carried out within the time windows agreed with Eesti Raudtee AS.
