The Ülemiste rolling stock depot is located on the section of the Rail Baltica route from the Ülemiste terminal to the Kangru hamlet and is an important and integral part of the infrastructure of the Rail Baltica railway route running in Estonian territory. There are no large forest areas or agricultural areas in the area of the rolling stock depot, nor are there any Natura 2000 areas within the railway's impact area.
The rolling stock depot is intended for servicing rolling stock intended for passenger transport (repair and maintenance of train sets) operating on the RB 1435 mm track gauge. The depot has 8 railway branches, service platforms and a depot building. The location of the Ülemiste rolling stock depot has been selected according to the Harju County Plan “Determining the location of the Rail Baltica railway route corridor” on properties partly in the city of Tallinn and partly in Rae rural municipality. The exact location can be found at in the design solution.
The EIA was carried out in parallel with the preparation of the preliminary design of the Ülemiste rolling stock depot. The EIA assessed the environmental impact of the planned activity during the construction, operation and closure phases. Assessing the impact before submitting the building permit application allows for the consideration of the impacts of the activity and the development of appropriate technical solutions and environmental measures.
